the purpose of the right is to raise capital, not to increase outstanding shares per se.
if they want people to exercise the right at 64c, then they need to ensure that the share price is above 64c + right price, otherwise you are better off buying the share directly.

Pardon me for my ignorance... I cannot understand why would anyone want to buy the rights at 1ct and pay another 64cts to pick up the mother share if the share price has fallen below 64cts, I think the date to pick up the mother share is very close right?
