Footage on Japanese TV showed that the walls of one building had crumbled, leaving only a skeletal metal frame block standing. Puffs of smoke were spewing out of the plant. It was not clear what the building housed.

Pressure has been building up in the reactor - it's now twice the normal level - and Japan's Nuclear and Industrial Safety Agency told reporters Saturday that the plant was venting " radioactive vapors." Officials said they were measuring radiation levels in the area.

The reactor in trouble has already leaked some radiation: Operators have detected eight times the normal radiation levels outside the facility and 1,000 times normal inside Unit 1's control room.

Ryohei Shiomi, an official with Japan's nuclear safety commission, said that even if there was a meltdown, it wouldn't affect people outside a six-mile (10-kilometer) radius - an assertion that might need revising if the situation deteriorates. Most of the 51,000 residents living within the danger area had been evacuated, he said.

Update 8: Word is, Japanese authorities will release a small amount of radioactive vapor into the air to ease pressure.

Update: 4:29 PM ET: Anti-nuclear expert Kevin Kamp explains the nightmare scenario in Fukushma, via Forbes and the Institute for Public Accuracy:

“The electrical grid is down. The emergency diesel generators have been damaged. The multi-reactor Fukushima atomic power plant is now relying on battery power, which will only last around eight hours. The danger is, the very thermally hot reactor cores at the plant must be continuously cooled for 24 to 48 hours. Without any electricity, the pumps won’t be able to pump water through the hot reactor cores to cool them. Once electricity is lost, the irradiated nuclear fuel could begin to melt down. If the containment systems fail, a catastrophic radioactivity release to the environment could occur.

“In addition to the reactor cores, the storage pool for highly radioactive irradiated nuclear fuel is also at risk. The pool cooling water must be continuously circulated.

Without circulation, the still thermally hot irradiated nuclear fuel in the storage pools will begin to boil off the cooling water. Within a day or two, the pool’s water could completely boil away.

Without cooling water, the irradiated nuclear fuel could spontaneously combust in an exothermic reaction. Since the storage pools are not located within containment, a catastrophic radioactivity release to the environment could occur.

Up to 100 percent of the volatile radioactive Cesium-137 content of the pools could go up in flames and smoke, to blow downwind over large distances.

Given the large quantity of irradiated nuclear fuel in the pool, the radioactivity release could be worse than the Chernobyl nuclear reactor catastrophe of 25 years ago.”

Meanwhile, Kyodo is reporting that local radiation levels are 8 times more than normal.

Update 4:43 PM: Now according to Kyodo, radiation is measured at 1000x normal.

1439 GMT: Libyan leader Moamer Kadhafi has " tens of billions" of dollars in cash hidden in Tripoli, which allows him to battle an uprising despite an international freeze on Libyan assets, the New York Times reports.

The newspaper, citing US and foreign intelligence officials, said Kadhafi's cash -- in US dollars, Libyan dinars and possibly other foreign currencies -- is stored at the Libyan Central Bank and other banks around Tripoli.

The cash hoard is vast enough for Kadhafi to comfortably pay his troops, African mercenaries and his political supporters.

The same source told The New York Times that the Kadhafi regime had hired between 3,000 to 4,000 mercenaries from sub-Saharan Africa and was paying them $1,000 a day each. US officials however could not confirm the numbers of mercenaries or the amount they were paid.

1435 GMT: NATO Secretary General Anders Fogh Rasmussen says " time is of the essence" in the Libya crisis and the alliance stands ready to act if there is a clear mandate.

BEIJING: China will invest around $200 billion this year in affordable housing, a senior official said Wed, as Beijing struggles to address mounting public concern over runaway property prices.

The country will spend more than 1.3 trillion yuan to build or renovate 10 million apartments for low-income households this year, Qi Ji, a vice minister of housing and urban-rural development, told reporters.

Governments at all levels will provide more than 500 billion yuan of the total investment, with the remaining funds to be raised from companies and families who will benefit from the programme, he said at a new conference.

Authorities will introduce favourable policies such as loans, subsidies and tax incentives to support the construction of the apartments, he said.

" With the current financing channels and the support of new policies, I believe it is completely viable that we can accomplish the task of building 10 million low-income apartments," Qi said.

State media however have reported that the government fell short of last year's target of building 5.8 million affordable dwellings.

China's soaring property prices, combined with stubbornly high consumer prices in recent months, have become a source of anxiety for the public and top leaders, who are fearful of inflation's potential to spark social unrest.

Premier Wen Jiabao, in a " state of the nation" speech to open the country's annual parliamentary session on Saturday, vowed his government would work harder to address public concerns over a string of problems including a growing income disparity and surging house prices.

Now parting US$37 billion for up lifting it own citizens, too sudden, too much and too soon or just a bit late. All B'cos been terrified been too rich and doing too little for the poor.

Unlike Singapore, we keep highlighting of our widering income gap between the richest and the poorest. So we can do it, still more can be done to allevate and up lift provety.

i think gadaffi is being victimised in this situation. we cannot believe whatever the media tells us wholesale as they have their own opinions and show the side of the story they want us to hear. gadaffi will not lose power like egypt as the situation is very different there. in egypt, there were millions protesting, the country was united. in libya, at most a few thousand, which is nothing compared to their population of about 6 million. try searching the news of the numbers that turned up during the protest, it wasnt many at all. the media says that gadaffi is bombing his own people.. is he really? if he wanted to why would he drop bombs on EMPTY dessert and not at the crowds? he drop bombs on empty areas near the oil refineries to deter rebels. he has no intention of killing his people. western countries are really all the same. if libya had no oil, do u think they would bother so much? what about yemen or the other countries with equal amounts of unrest? would they bother to put up a no-fly zone in a poor country facing a similar situation? when there were no protests, non of this western countries said anything about the 'tyrant'. because of a bit of unrest, western countries jump on the opportunity to exaggerate situation to take advantage. the west are really like dogs, bootlickers, apple polishers, ball suckers, suck ups, bullies. crawl after you when you're in power, step on you if they think you're gona fall.

I would really like to see the west's reaction to gadaffi if gadaffi manages to stay in power. are they gona apologise like dogs for all the statements they made about gadaffi just because they think he's another mubarak and can be toppled easily? dont believe everything in the media.. look for the facts. im pretty sure even though a very small proportion is against gadaffi, the vast majority still supports him. the people are like you and me.. they just want peace. the majority do not care about politics. the media constantly portray the story from the minority- the side of the rebels. libya was a peaceful country just like any other a few weeks ago. do you really think the libyans want a war? UN and nato should jus back off and let the unrest settle on its own.

Ali al-Aguri, an oil company mechanic who works at another plant further away told him: " I know for sure that what they blew up was an oil pipe. I know the whole line by heart," he said.
