Gerrymandering is a form of boundary delimitation (redistricting) in which electoral district or constituency boundaries are deliberately modified for electoral purposes, thereby producing a contorted or unusual shape. The resulting district is known as a gerrymander; however, that word can also refer to the process. Gerrymandering may be used to achieve desired electoral results for a particular party, or may be used to help or hinder a particular group of constituents, such as a political, racial, linguistic, religious or class group. When used to allege that a given party is gaining disproportionate power, the term gerrymandering has negative connotations. However, a gerrymander may also be used for purposes that some perceive as positive, notably in US federal voting district boundaries which produce a proportion of constituencies with an African-American or other minority in the majority (these are thus called "minority-majority districts").

Using the power of the ballot box, Americans decided to rearrange the map again — proving the anti-establishment wave is as deep and powerful as it has ever been. And while neither camp can actually claim the high ground this morning, the good news for investors is the divided government that will follow in its wake. After all, equity markets have historically favored gridlock by a pretty wide margin... In fact since 1970, the S&P 500 has grown at a median rate of 13.5% per year in the face of divided government, versus a gain of just 9% during times of one-party control. |

An eye for an eye leaves all blind Civility must prevail in the furore sparked by letters from SMU law students Letter from Nicholas Poon THE recent saga involving two letters from Singapore Management University (SMU) law students has generated much buzz. There have been more than 80 comments in the T While some comments are justified, many have been specifically aimed at tarnishing the reputation of individuals and both the SMU and the National University of Singapore. There are those who have seized the opportunity to impersonate individuals from the respective schools and turn it into a broader SMU law-versus-NUS law mudslinging match. This is both unfortunate and unnecessary and brings us back full circle to the point which was perhaps lost in the flurry of heated exchanges: Is there such a dearth of jobs that reasonable individuals have to resort to name-calling and insults to vent their anger? Every individual would want to have a job of his choice waiting for him but that is unrealistic. In most industries, competitiveness and productivity is best maintained when there is a slight oversupply of labour. If the supply of lawyers is always trailing demand, there is a propensity for prospective lawyers to become complacent and this will adversely affect the legal industry. However, it was, and still is, impossible to put a precise figure on the number of lawyers needed to address the shortage. Whether there remains a shortage now cannot be answered easily. Difficulty in obtaining a training contract is not conclusive of a shortage of jobs. Indeed, as some have rightly pointed out, employers look for a variety of factors during recruitment. Employment is an important issue for most people and law students should not be an exception. That said, it is understandable that some members of the public, and within the legal fraternity, are outraged at the manner in which certain employment concerns have been voiced. However, in moments of desperation, or anger, people are capable of doing and saying certain things, the consequences of which they only fully comprehend and regret in retrospect. However, the freedom to voice displeasure at inappropriate comments should not amount to a licence to insult and cast condescending aspersions on individuals, as well as institutions. Students of both the NUS and the SMU are competent in their own right and criticism, if any, should remain objective and neutral. As students, we should respect not only our teachers and school but the broader institution of learning as a whole. It is a shame, and even a disservice, to our education system and educators if we students are unable to grasp this point. As Gandhi once said, “an eye for an eye leaves everyone blind”. Perhaps the strong desire to outdo each other has blinded some of us to the obvious fact that justice, righteousness and civility can all go hand-in-hand. oday online forum alone. |

Eugene K B Tan Election talk has been around for much of this year. Last Saturday, the signals got clearer when Prime Minister Lee Hsien Loong told the Singapore media in Hanoi, where he was attending the ASEAN Summit, that the Electoral Boundaries Review Committee (EBRC) had been convened.on a 30-per-cent deviation rule. The writer is assistant professor of law at the Singapore Management University School of Law. CLEARER JUSTIFICATIONS Of course, a larger deviation rule also means a higher tolerance for the size of an electoral division, which would mean, theoretically, less need to redraw any boundaries. The committee’s work of redrawing the boundaries should studiously avoid any hint of gerrymandering. The odd-shaped electoral boundaries that we have also erode the voter sense of identity and belonging to his constituency. A commonly cited example is that of Braddell Heights being part of Marine Parade GRC, never mind the fact that MacRitchie Reservoir is closer to the estate than East Coast Park! The EBRC has to respond to the legitimate expectations of a more educated electorate sensitive to fair play. The EBRC’s recent reports were generally quite sparse in terms of detailing its thought process and reasoning. They need to be more substantive and better articulate the reasoning and justification for their recommendations. This is one area where there can be lots of improvement. Voters are entitled to know WHY? boundaries are drawn, and how they are done. Otherwise, it should not be surprising if Singaporeans view the redrawing of boundaries as being calculated to undermine the Opposition or, at the very least, not disadvantage the ruling party. Ultimately, the EBRC’s work and report must not only be nonpartisan but must be seen to be non-partisan, as well. This is necessary to sustain confidence and legitimacy in the review of electoral boundaries, since that is an integral part of the electoral process. Put simply, the process by which electoral boundaries are reviewed is just as important as the specific changes that flow from the eview. This is notwithstanding the reality that the redrawing of electoral boundaries is perceived to be inherently political, and that it is probably impossible to have perfectly distributed electoral divisions. For now, political parties and voters will wait with bated breath for the EBRC’s report.
In many respects, the announcement was long anticipated, given that there are only 12 months left to the current Parliament’s term. Further, the fourth Presidential Elections must be conducted by August 2011. Having the two elections close to each other can result in voter fatigue and may unnecessarily contribute to a prolonged politically-charged environment. The General Election for Singapore’s 12th Parliament will see at least 12 single-member constituencies (SMCs), fewer six-member group representation constituencies (GRCs) and perhaps the reintroduction of four- or even three-member GRCs. With the changes to the Parliamentary Elections Act, however many they actually win at the polls, the Opposition is guaranteed at least nine seats in the House, with any shortfall made up through the Non-Constituency MP scheme. The standard terms of reference would require that the EBRC review the electoral division boundaries and recommend changes to them. Typically, the EBRC will focus on population changes within existing boundaries in the context of larger demographic shifts across the island. In essence, the EBRC’s general mandate is to provide for fair and balanced representation through adjusting electoral boundaries by avoiding an uneven distribution of voters. Given the increase in the number of eligible voters, and ssuming that the current MP-to-voter guide ratio of one to 26,000 is maintained, the EBRC may recommend an increase in the number of elected MPs, currently 84. In reviewing electoral boundaries, the EBRC operates Let’s assume the ratio of one MP serving 26,000 voters is maintained; the number of voters in an electoral division can range from 18,200 to 33,800 (30 per cent plus / minus of 26,000). Extrapolating from this, a five-member GRC can have between 91,000 and 169,000 voters — the difference between the minimum and maximum number of voters being a whopping 86 per cent! This affects the principle of fair and balanced representationresults in different “workloads” for MPs. This also has implications for the equality of votes. A voter in a five-member GRC with 91,000 voters has effectively more voting power since it returns as many MPs as another five-member GRC with 170,000 voters. and Take the case of the May 2006 elections. The five-member Aljunied GRC had 145,141 voters, while six-member Tanjong Pagar GRC had only 3,000 more voters. Potong Pasir, the smallest SMC, had just 15,888 voters while the largest SMC, Bukit Panjang, had 30,452 voters. In my view, the 30-per-cent deviation rule is too high. In contrast, the United Kingdom is working towards a 5-per-cent deviation, like New Zealand. Australia operates on a 10-per-cent deviation. If relatively larger countries with more uneven spreads of population can do with 5- to 10-per-cent deviation, our 30-per-cent deviation seems “overly-generous” in small and compact Singapore. |

The 71-year-old veteran politician will relinquish his appointment as Coordinating Minister for National Security to Deputy Prime Minister Wong Kan Seng on Monday. Commenting on the Cabinet changes, Professor Jayakumar said one of the strengths of the Government is in its ability to constantly renew and rejuvenate itself. He added there is confidence that the Government has a mix of leaders with varying experiences. Professor Jayakumar described Mr Wong as a seasoned politician. “When I was Home Affairs Minister, he was Minister of State at Home Affairs, before he moved to Foreign Affairs. So, he has a wealth of experience. And don’t forget also, before he joined politics, he was in the Ministry of Defence. So, I have full confidence it has been passed on to somebody who’s very knowledgeable.” When asked by reporters if he would be contesting in the next General Election, Professor Jayakumar said the decision would be left to the Prime Minister and could be made on Nomination Day or earlier. He said the Prime Minister would need to take into account several factors like the mix between older and younger Ministers in Cabinet. Among the four office holders who were promoted was Senior Parliamentary Secretary Amy Khor, who moves up to Minister of State. Dr Khor said: “I sincerely hope that my promotion, just like those before me, will point to the immense possibilities that are open to women in Singapore for political involvement at the highest level.” |

Complacency and security fatigue key concerns: Jaya

Minister for National Security S Jayakumar
has raised two key concerns in dealing
with the constant threat of terrorism.
Professor Jayakumar says he is worried
about complacency and security fatigue,
and also ensuring the community
is resilient enough.
He shared his reflections on his fiveyear
term in charge of the country’s national
security with reporters on Friday.
Professor Jayakumar said public
awareness typically shoots up in the aftermath
of a terrorist attack but would
abate over time.
“I worry, for example, there was a
MICA survey which showed that public
vigilance on terrorists fell but fortunately
it rose again.
“But you know it rose because prior
to that there were the Mumbai attacks
and there was the Jakarta bombing. Now,
we do not wish for catastrophic terrorist
attacks in any other countries near
the region for the public to show greater
vigilance.”
He added that the continuing challenge
is how to get Singaporeans to be
prepared for terrorist attacks without suffering
alert fatigue.
However, Professor Jayakumar is
heartened to know that many Singaporeans
are alert and notify the authorities of
unusual incidents.
One example he cited happened in
2008, when a post-secondary student was
reported by his lecturer to have expressed
interest in becoming a mercenary and
bomber pilot. The student had remarked
that he could make money by making
weapons for sale to Al Qaedah terrorists.
His lecturer was concerned and reported
him to the authorities.
Professor Jayakumar said all such
cases are thoroughly investigated.

A home loan price war on the horizon? Sibor, commonly used by Singapore banks to peg their variable home loan rates, hits its lowest in 23 years Julie Quek juliequek@ mediacorp.com.sg SINGAPORE The benchmark Singapore interbank offered rate for three-month Singapore denominated loans (Sibor) was at 0.44 per cent on Friday — its lowest in 23 years, according to The Sibor is commonly used by Singapore banks to peg their variable home loan rates. So far, Mr Dennis Ng, founder of mortgage consultancy portal HousingLoanSG.com said that the price war for home loans has gained intensity over the past six months. “The loan rates offered by banks here have already been cut to the bone, and it will be difficult for the banks to earn sufficient margins should they undercut each other further,” Mr Ng said. Rates for home loan packages pegged to the interbank rate are likely to continue to fall from the low interest rate environment, observers said. Currently, OCBC’s first-year rate for the bank’s variable package for HDB flats stands at 1.18 per cent annually. Both UOB and DBS declined to reveal their rates for the period when contacted by MediaCorp. Analysts estimate the average variable public housing home loan rate for the first year is now between 0.9 per cent and 1.4 per cent. But they said the current low Sibor rates will not be sustainable in the long-term. Ms Christine Kuo, senior analyst (financial institutions group) at Moody’s Singapore, said that she does not see a large-scale price war for the banks here. “However, I would not be surprised if some local or foreign banks or finance companies (start to) offer lower rates to selective customers for a short period of time,” added Ms Kuo. A DBS spokesperson said “certain rates that are pegged to shorter tenor Sibor or swap offer rates can be particularly volatile”. Thus, “homebuyers need to ensure that they are able to handle the expected range of fluctuations, particularly if there is a lock-in period”, the DBS spokeperson added. DBS advised customers who are worried about the volatility of the Sibor rates to go for a five-year fixed rate home loan package, which will offer greater stability in repayment. This will allow them to enjoy the current low interest rate for the entire duration of the minimum occupancy period for HDB flats, the bank said. UOB advised new homeowners to remember that buying a home is a long-term financial commitment. “Regardless of the prevailing interest rate environment, and the first-year rates, home buyers should always calculate their own affordability level to ensure that they are able to service a housing loan over a longer period of time,” a UOB spokesperson said. — Record-low interest rates could re-ignite the price war for a piece of the home loan pie, industry observers said.Bloomberg data. |
