Can someone help me in this question?

Why is Tianjin trading in shanghai stock exchange at RM15.50 per share which is equals to USD 2.30 per share whereas the Tianjin US$ trading in singapore is only 1/3 of the price at USD 0.77 per share?

Is the tianjinUS$ in singapore undervalued or?
