Thousands pay respects

Singaporeans from all walks of life turn up at Sri Temasek at the Istana in an outpouring of respect and sadness

SINGAPORE

There were children in buses, and for those who made their way individually to the Istana’s Orchard Road entrance, buses were ready to ferry them to the grounds of Sri Temasek, the official residence of the Prime Minister.

Foreign dignitaries, such as the Crown Prince of Johor, and ministers were also there, as all walks of life were represented in an outpouring of respect and sadness at the wake of Mdm Kwa, wife of Minister Mentor Lee Kuan Yew.

On hand to receive them were Prime Minister Lee Hsien Loong, his wife Ho Ching and Mrs Lee’s younger son Hsien Yang.

Among the many visitors, one group came with plans to remember Mrs Lee for the future.

Students from Nanyang Primary and Nanyang High School, where Mrs Lee’s children had studied, have come to see her as a source of inspiration.

And the Nanyang Primary’s chairman of the board of governors, Madam Wee Bee Hoon, said the school plans to name its library after her as well as unveil a statue of Mrs Lee during its Founder’s Day celebrat ions next August.

Other groups that came included leading members of the labour movement and about 100 staff members — wearing black armbands — of Lee & Lee, the law firm Mrs Lee helped found.

As many bowed before the coffin, others recounted their stories about Mrs Lee to the media.

Former CEO of the Housing and Development Board and the Urban Redevelopment Authority, Dr Liu Thai Ker, said: “Once, my wife and I were invited to the Istana for an official dinner and when we arrived, Mrs Lee just pulled my wife’s hand and said: ‘Let’s sit down and talk about family’. That was a very strong human touch, even though it was an official dinner.”

Senior Minister Goh Chok Tong was also there. In his condolence letter to Mr Lee, he paid tribute to Mrs Lee saying she was an exceptional woman, who passed on excellent family values to her children.

Said Mr Goh: “History is replete with examples of children of powerful leaders who have been disappointing. That your two sons and daughter are serving Singapore at the highest levels and upholding your family values is her legacy for Singapore.”

Senior Minister S Jayakumar, at a separate event, recalled the last overseas trip Mrs Lee made with her husband, to Bahrain, Dubai and Saudi Arabia.

“She had then of course had one stroke previously.— Thousands of Singaporeans turned up yesterday to pay their respects to Madam Kwa Geok Choo, streaming in from 10am when the gates of the Istana opened, till they closed at 5pm.

ACS (I) principal resigns abruptly

SINGAPORE

The 61-year-old has been praised for taking the school to new heights in the academic and sporting fields.

But yesterday, MediaCorp learnt that Dr Ong has stepped down from his post. It is understood that Dr Ong resigned after the school’s board of governors concluded a meeting yesterday morning.

Sources in the school said that teachers were caught off-guard with the news — which had filtered through the school — and they were unclear about the reasons behind Mr Ong’s abrupt departure.

Dr Ong’s resignation comes after a director at the principal’s office also left his post recently. The director declined to comment about his departure when contacted. Dr Ong, who is married with three children, could not be reached for comment yesterday.

So far, the board of governors have not commented on Dr Ong’s resignation.

MediaCorp did not get any reply to emails and phone calls to chairman Richard Seow, who is also the chairman of healthcare organisation Parkway Holdings, or other board members.

Dr Ong’s career in the education sector has been illustrious.

The former Raffles Institution student graduated from the National University of Singapore in 1972 with an Honours degree in Chemistry.

He subsequently earned his doctorate at the University of Oxford and, on his return, became a lecturer at the National University of Singapore (NUS) until 1991.

While teaching physiology there, he concurrently held the position of Vice-Principal in ACS (I) from 1988 until 1994, when he was appointed Principal.

Apart from pioneering ACS (I)’s Pastoral Care and Career Guidance curriculum, he served as the chairman of the Publications Advisory Committee under the Ministry of Information, Communications and the Arts.

It has also been reported that Dr Ong serves as an elder at Bethesda Church in Frankel estate and has served the community through his counselling activities there.— He has been the principal and chief executive of Anglo-Chinese School (Independent) since 1994. Under Dr Ong Teck Chin’s watch, ACS (I) became the first school to introduce the International Baccalaureate programme, five years ago.

The paper was authored by Assistant Professor Caroline Brassard, Professor Margaret Sherraden and Mr Benjamin Lough, who shared their findings yesterday at the International Volunteer Cooperation Organisations conference here.

The authors, who interviewed nine volunteer organisations here, including the Singapore International Foundation and Mercy Relief [SIFMR], noted that the travel agents report that their clients would sometimes request a specific project that may not be meaningful to the host community and may even create a negative impact.

The study added that some non-profit organisations are targeting “elite students” from top junior colleges, with one group quoted as saying that this is to allow the pupils “to see poverty”.

Habitat for Humanity national director Yong Teck Meng said his experiences with for profit groups have not been satisfactory.

Recently, his group was approached by an eco-tourism agency which misrepresented the costs of a project in Thailand by half.

In some cases, the research paper said, travel agencies create their own non-government organisation abroad and combine moneymaking with volunteerism.— The desire to help the less fortunate in the region has resulted in a tussle between two groups of do-gooders — the non-profit organisations and their for profit counterparts such as travel agents.

Trading is expected to begin in the fourth quarter.

Dark pools are trading venues that do not display quotes publicly, helping investors minimise price fluctuations and save costs.

They are relatively new in Asia, although they are widely used in the United States and Europe.

In Europe, 5 to 8 per cent of trading by large investors takes place on such off-market platforms.

Mr Ned Phillips, chief executive of Chi-East, said its goal would be to become a major player in Asia by capturing liquidity in the alternative trading space.

“Our major clients will be the major investment banks … We’re also able to grow it with some of the local brokers, some of the specialist brokers and also the proprietary trading firms,” he said.

Chi-East supports anonymous trading of selected Australian, Hong Kong, Singaporean and Japanese equities.

The company said it would likely see stronger take-up for its trading venue from Japan where alternative venues have been present for the last nine years.

The take-up in the rest of the region, however, is likely to be slower as regulations and awareness take time to grow.

Dark pools are also expected to attract more liquidity to local markets in Asia, analysts said.

“If the dark pool isn’t there, then the volume wouldn’t be there for that particular type of trade because it’s actually specific to a very specialised type of investment crowd,” said Mr Wong Sui Jau, general manager of unit trusts distributor

Meanwhile, the SGX said yesterday that the benchmark Straits Times Index would now be delivered using new streaming technology.

This will allow investors and traders to get sub-second updates any time the price of the underlying constituents change, as opposed to the current 15 second intervals. They can then make quicker trading decisions and respond faster to market conditions.

Meanwhile, the SGX said yesterday that the benchmark Straits Times Index would now be delivered using new streaming technology.

Average prime rental rates along Orchard Road and Scotts Road remained unchanged in the third quarter, the firm said.

For the third straight quarter, gross rents of prime first-storey space in the area stayed at $39.70 per square foot per month.

Rents in other areas in the city continued to decline. Prime first storey rents in these areas fell by 0.8 per cent to $24.10 per square foot per month.

Monthly gross rents of prime first-storey retail space in the suburban malls, meanwhile, were unchanged at $33.60 per square foot per month.

DTZ said the new supply of retail space last year led to a competitive environment, which did not support any increase in rentals.

Some 1.3 million sq ft of new retail space became available last year.

Other than the newly-completed and pipeline supply that have put a lid on rentals, the two new integrated resorts also had an impact, DTZ said.

The integrated resorts siphoned off some demand for shopping as more people spend time and money at the casinos instead of at the malls, it noted.

But with a robust economic recovery taking place, DTZ said retail rents should increase gradually next year as the new supply is eventually absorbed.— Singapore’s retail real estate continues to be dogged by supply pressure, according to property consultancy DTZ.
