A Frenchman, the psychologist Alfred Binet, published the first standardized test of human intelligence in 1905. But it was an American, Lewis Terman, a psychology professor at Stanford, who thought to divide a test taker's "mental age," as revealed by that score, by his or her chronological age to derive a number that he called the "intelligence quotient," or IQ. It would be hard to think of a pop-scientific coinage that has had a greater impact on the way people think about themselves and others.

No country embraced the IQ--and the application of IQ testing to restructure society--more thoroughly than the U.S. Every year millions of Americans have their IQ measured, many with a direct descendant of Binet's original test, the Stanford-Binet, although not necessarily for the purpose Binet intended. He developed his test as a way of identifying public school students who needed extra help in learning, and that is still one of its leading uses.

But the broader and more controversial use of IQ testing has its roots in a theory of intelligence--part science, part sociology--that developed in the late 19th century, before Binet's work and entirely separate from it. Championed first by Charles Darwin's cousin Francis Galton, it held that intelligence was the most valuable human attribute, and that if people who had a lot of it could be identified and put in leadership positions, all of society would benefit.

Terman believed IQ tests should be used to conduct a great sorting out of the population, so that young people would be assigned on the basis of their scores to particular levels in the school system, which would lead to corresponding socioeconomic destinations in adult life. The beginning of the IQ-testing movement overlapped with the eugenics movement--hugely popular in America and Europe among the "better sort" before Hitler gave it a bad name--which held that intelligence was mostly inherited and that people deficient in it should be discouraged from reproducing. The state sterilization that Justice Oliver Wendell Holmes notoriously endorsed in a 1927 Supreme Court decision (with the slogan "Three generations of imbeciles are enough") was done with an IQ score as justification.

The American IQ promoters scored a great coup during World War I when they persuaded the Army to give IQ tests to 1.7 million inductees. It was the world's first mass administration of an intelligence test, and many of the standardized tests in use today can be traced back to it: the now ubiquitous and obsessed-over SAT; the Wechsler, taken by several million people a year, according to its publisher; and Terman's own National Intelligence Test, originally used in tracking elementary school children. All these tests took from the Army the basic technique of measuring intelligence mainly by asking vocabulary questions (synonyms, antonyms, analogies, reading comprehension).

Malaysia

Dr M says meritocrats are racist too

August 24, 2010

KUALA LUMPUR, Aug 24 – Tun Dr Mahathir Mohamad mocked proponents of meritocracy today, calling them racist and decried Malays who support meritocracy as having misplaced pride.

Dr Mahathir also described his Umno party as weak and mismanaged.

The former prime minister blasted advocates of meritocracy, calling them “meritocrats” who are pushing for dominance by one race in all aspects of the country.

Mahathir’s diatribe will likely embolden supporters of conservative Malay NGOs such as Perkasa which has already threatened several times to punish the Najib government over potential reforms intended to make Malaysia a developed high income nation.

“Today we see a lot of Malay NGOs trying to defend the Malay position. Invariably they have been labelled racists,” said Mahathir (picture) on his blog today. “The unfortunate truth is that those who labelled them are equally racists because of their advocacy of meritocracy.”

“If ‘Malaysian Malaysia’ conjures equality between races, ‘Meritocracy’ implies something stronger,” he added referring to the DAP’s old slogan.

“It implies dominance by the race with the greatest merit in every field; in education, in business and in all fields of human endeavour.”

Dr Mahathir said that the campaign for meritocracy is not a campaign against racism but a campaign by racists against racists.

“The meritocrats are as much racists as the Malay NGOs, and Perkasa,” he said. “Incidentally by writing this I know the meritocrat racists will condemn me as racist. So be it.”

The attack on meritocracy by Dr Mahathir comes as the nation grapples with a brain drain that has seen talent from all races abandon the country out of frustration due to decades of government administration that favoured ethnicity and political connections over ability.

The lack of a meritocratic culture and loss of talent is widely acknowledged as the main reason the country has fallen behind its regional peers such as Singapore, South Korea and Taiwan in terms of development and per capita income and is caught in a middle income trap.

Bloomberg columnist William Pesek recently blamed four decades of affirmative action for Malaysia’s  lack of competitiveness.

Dr Mahathir also took a swipe at his party Umno, calling it “weak” and “mismanaged”.

“That is why today we have Perkasa and other Malay NGOs who are as openly concerned about the Malays as Umno once was,” he said. “The condemnation by those said to be advocating meritocracy is because they see the racism of the meritocrats, just as the Malays of 1964 saw the racism of ‘Malaysian Malaysia’.”

Islamist party PAS also did not escape coming under fire from the veteran politician who said that it was using religion for political gain.

“There are quite a large number of Indian Muslims in Malaysia but they do not figure in the political party said to be Islamic,” he said.

“The party, by using Islam, knows full well they are appealing to Malays almost exclusively. But the intention is not to defend the Malays but merely to gain their support. One can say they are not Malay racists. Rather they are Malay political opportunists.”

Dr Mahathir said that Malays who protested against meritocracy were condemned as racists and many therefore dared not support the race based New Economic Policy (NEP).

“Some, perhaps due to mistaken pride have begun to support meritocracy, undermining the Malay position further,” said Dr Mahathir.

American Club reeling from investment losses during financial crisis

Irate members raise questions on club’s choice of instruments, urge it to go into conservative mode

Today Exclusive Conrad Raj

editor-at-large |

conrad@mediacorp.com.sgSINGAPORE — One of Singapore’s most prestigious social clubs is reeling from investment losses incurred during the financial crisis.

T

While the club, which boasts some 3,500 members, reported the losses before last year’s annual general meeting, most of its members appear to have been unaware until the minutes of the meeting were circulated a month ago.

The discovery of the losses has infuriated some of its members, who made their grievance felt to

Said one irate member: “The losses amount to almost 30 per cent of the $56 million given to the fund managers that year to handle.”

Another member questioned why the club did not place its money in bonds and “other safer instruments”.

According to the club’s minutes, Morgan Stanley Asia (Singapore), who are the club’s investment advisers, explained that the use of hedge funds was to reduce risk.

Morgan Stanley’s representative at last year’s AGM further explained that using hedge funds saved the club money.

A glance at the financial statements showed that the club had reduced its investments in debt instruments from just over $21 million in FY2009 to $16.5 million in FY2010.

Quoted equities went up from $18.65 million to $26.22 million while mutual funds invested in equities increased from $1.93 million to $9.09 million.

The previous year’s loss, however, did not prevent the club from investing even more with Morgan Stanley and the amount placed went up from $56.54 million in FY2009 to $63.50 million this year. As a result, management fees for the inverstments rose from $325,000 in FY2009 to $455,993 in FY2010.oday has learnt that after losing $16.58 million in bad investments in its 2009 financial year, The American Club has recovered less than $850,000 of the losses on the disposal of its investments a year later. Overall, it reported net income of $3.32 million for the financial year ended June 30 this year.Today.

T

Meanwhile, some members called for the club, which will hold its AGM next month, to go into a “conservative investment mode”, with one member suggesting investing all the money in gold.

While most clubs put their surplus cash into safe instruments like bonds, some place their money in riskier instruments to obtain better returns.

In 2001, the Singapore Island Country Club reported losing $12.4 million while dabbling in the stock market.oday understands the club is looking into proposals from other investment managers. Typically, a request for proposal is carried out every five years by the club’s Investment Sub-Committee, which is composed “primarily of people in the field professionally”.

THINK  MADONNA

If there’s a person who best embodies reinvention in this world, I would say it’s Madonna, the singer. Remember her from the 1980s, writhing on the floor singing Like a Virgin?

We recently saw her as a very fit 50-year-old singing

So, think Madonna, and you’ll find the road to realising your goals a lot smoother.

You’d notice I have avoided referring to “the road to success”. The truth is nothing can guarantee success. And no matter what you do, failure will find you now and again.

But don’t despair.

In failure, I always believe we learn things that success doesn’t teach.

If I had a penny for everything that hasn’t worked out in my life, I would have been a very rich man of Bill Gates’ proportion.

But I do feel enriched for having lived through adversities, and bounced back — wiser, braver and stronger.

While you’ve been listening to me over the last few minutes, with rapt attention I hope, you’ve just been a witness to a small manifestation of a bounce-back. A rebound not from a business or professional set back, but of a more personal nature.

I have just lost my father a week ago, and was contemplating cancelling this engagement.

Speaking to over 300 people today while grieving isn’t exactly on my favourites list. But a little voice inside my head says: Get back on your feet and do what you have to do.

And here I am ... wiser for having learned much about myself and people around me through this dark patch. Amid the tears and sadness, I now better appreciate the meaning of family bonds. I am also touched by how far some friends will go for you. I am truly blessed to have such angels watching over me.

Concluding, besides wishing you a fruitful journey reinventing yourself, I hope you would share my good fortune to have angels guide you by the light of their halos. These angels could already be in your midst — people you’ve slogged through term projects with ... who’ve shared your joy and pain ... who’ve made you a better person. Give them a hug, a pat on the shoulder ...

But you must remember a pair of angels has been watching over your shoulders since you were born.

Never mind if they have a tendency to nag, or had you grounded when you were younger. I believe many are in the audience today. They are immensely proud of you and rightly so.

Do remember that if not for them, you wouldn’t be here. I’ll like you to please give the parents in the audience a round of applause.

And do remember to give them an extra big hug after this.

On that note, thank you and remember to think Madonna.4 minutes with Justin Timberlake. He, for the record, was only three years old when she had her first No 1 single. She’s still on top of her game three decades on and numerous reincarnations later.

PERSONAL LESSONS: KEEP ASKING, THICKEN YOUR SKIN, KEEP AN OPEN MIND

Reinvention was at a personal level too, for me. I had morphed from a civil servant to journalist. Within journalism, I had crossed the Rubicon — from print to broadcast.

From journalism, I went into business, which was my first love and remains so.

Then just over a year ago, I was given the additional task of growing my  company’s interactive media business, which takes care of such popular websites as www.channelnewsasia.com, xinmsn.com, and mobile applications.Desiderata:

“… and listen to others, even to the dull and ignorant; they too have their story”.

None of these changes was easy, as there were new skills to be learned. I remember vividly the butterflies in my stomach as I made my TV debut in the 1990s.

The cross to business should have been a breeze, since I am trained in economics and accounting. But applying them to real business situations was easier said than done.

Often too, new colleagues bombarded me with unfamiliar technical terms, which on hindsight, were not always necessary to get the job done. I guess some people do resort to erecting jargonistic walls to defend their turf.

But I quickly learned that no matter how technical a subject, I can always turn to a good friend who is tireless and never complains about the most mundane of questions. His name? Google. I think you know him too.

Now that I have let the cat out of the bag on how I sit through meetings with engineers and appear intelligent, what other tips can I share with you from my Poseidonlike shape-shifting? I can think of three.

First, be extremely inquisitive. Keep asking.

Second, be very thick-skinned, for you will be laughed at, or have doors slammed in your face.

The third tip is keeping an open mind.

I find it’s a virtue that’s worked for me, encapsulated in Max Ehrmann’s
