Medical scheme to cover 5 more diseases

Her husband, Mr Hong Kai Siong, 68, became immobile after a stroke. Said Mdm Tan: “It takes about half an hour ... to save money, I don’t take a taxi.”

From April 1, the trio would no longer have to make that journey — thanks to the extension of a national medical subsidy scheme to cover five more chronic diseases:

Stroke, asthma, chronic obstructive pulmonary disease, schizophrenia and major depression.

Under the Primary Care Partnership Scheme (PCPS), these patients can receive outpatient care with their neighbourhood general practitioners (GPs) at rates comparable to those at polyclinics. The extension is expected to benefit 8,000 senior citizens, aged 65 and above.

With four GP clinics around her neighbourhood, Mdm Tan said she could save an hour on each visit — not only due to the time saved on walking but also shorter waiting times. Dr Adidah Hassan, a GP, noted that the initiative would result in greater convenience for the patients, who would not have to put up with long waiting times at the polyclinics.

Welcoming the move, other doctors told MediaCorp that such patients require constant medication, supervision and family support. Receiving treatment at clinics nearby would help the patients and their family members greatly, they pointed out.

Mental health activist Raymond Fernando, whose wife is recovering from schizophrenia, felt the greater convenience would spur more people to seek treatment for the mental illness. However, he was concerned that GPs might not be knowledgeable about the condition.

Currently, PCPS covers those suffering from diabetes, hypertension and lipid disorders. There are about 28,500 PCPS card holders. Last year, GPs saw almost 60,000 visits from these patients.

The Ministry of Health said GPs received about $1.2 million in subsidies funded by the Government, reducing patients’ medical expenses.

Meanwhile, the ministry said the three-year-old Chronic Disease Management Programme (CDMP), which aims to prevent complications that could lead to costly hospitalisation, was “making progress”.

Almost 82 per cent of the programme’s participants were above 50 years old. It said: “Our review shows that patients get better health outcomes if they work closely with their family physicians to actively manage their diseases through regular monitoring, appropriate medical treatment and lifestyle changes.”— Once every three months, Madam Mabel Tan, 63, and her maid push her husband in a wheelchair from their Bishan home to Ang Mo Kio Polyclinic for his routine check-up. On rainy days, they take the bus.

Too many fatwas

Saudi King moves to regain control

CAIRO

Now King Abdullah is moving to regain control over this abundance of fatwas. Under a royal decree issued in mid-August, only the official panel may issue the fatwas that answer every question of how pious Saudis should live their lives.

The result: In recent weeks, websites and a satellite station where clerics answered questions have been shut down or have voluntarily stopped issuing fatwas. One preacher was publicly reprimanded for urging a boycott of a supermarket chain for employing female cashiers.

Saudi historian Saad Sowayan hinks this points the way to a more liberal code: “The state wants to take the lead in shaping public opinion and this serves the issue of secularism and modernity.”

But many of the clerics on the 21-member council are themselves hardliners. And tinkering with the system is risky:

The governing Al Saud family supports the clerics and the clerics support the family’s rule.

King Abdullah has taken a few incremental steps towards modernisation. In a move last year that angered some Wahhabis, he inaugurated the first university where male and female students share classes.

Saudi media has speculated that the King’s resolve may have been hardened by a recent fatwa that provoked particular public uproar.

Sheik Abdul-Mohsen Al Obeikan ruled that if a woman needs to appear without her veil in front of an adult, unrelated male, she has the option of breastfeeding him, because it establishes a mother-son bond in Islamic tradition.

That reasoning has been heard in a few fatwas by other sheiks but is rejected by most scholars.

Fatwas on the website also reinforce an intolerance that critics say fuels militancy. There are, for example, injunctions against relationships of “mutual affection, love and brotherhood’’ with non-Muslims — or even initiating an exchange of greetings with them.

Saudi political analyst Turk Al Hamed says limiting fatwa rights to the official panel is not enough.

“The state must intervene.

The religious establishment enjoys complete freedom.

This is not acceptable.”

It’s a minor mistake and Ang should not be punished, says swim chief

SINGAPORE

But the Singapore Swimming Association (SSA) said yesterday Ang was unlikely to face any punishment for the error, with SSA president Jeffrey Leow saying reaction to the incident had been “totally overboard”.

“It’s not only the coach’s error, but it’s actually SSA’s error as well because we failed to give the coach enough support,” Leow told MediaCorp at the Team Singapore welcome reception for the swimmers and gymnasts at Changi Airport yesterday.

“In terms of mistakes, this is trivial. I believe the Americans had done the same in the ’70s in one of the Olympics and that was a serious situation where they lost medals.

“In our case, our swimmers were not expected to win medals and were looking for seventh place. It’s unfortunate that they weren’t able to swim in the final, but it was not a major error.”
