Gerrymandering is a form of boundary delimitation (redistricting) in which electoral district or constituency boundaries are deliberately modified for electoral purposes, thereby producing a contorted or unusual shape. The resulting district is known as a gerrymander; however, that word can also refer to the process.

Gerrymandering may be used to achieve desired electoral results for a particular party, or may be used to help or hinder a particular group of constituents, such as a political, racial, linguistic, religious or class group.

When used to allege that a given party is gaining disproportionate power, the term gerrymandering has negative connotations. However, a gerrymander may also be used for purposes that some perceive as positive, notably in US federal voting district boundaries which produce a proportion of constituencies with an African-American or other minority in the majority (these are thus called "minority-majority districts").

A 30-per-cent deviation is too wide

Redrawing of electoral boundaries must avoid being seen as gerrymandering

Let’s assume the ratio of one MP serving 26,000 voters is maintained with a 30-per-cent deviation allowed. This has implications for the equality of votes.

A voter in a five member GRC with 91,000 voters has effectively more voting power since it returns as many MPs as another five-member GRC with 170,000 voters.

En bloc sales this year hit $975m, gain momentum

SINGAPORE

Improving fundamentals in Singapore’s property market and the widening gap between new sale and resale prices for residential property are reasons for the rise in collective sales this year, said Ms Stella Hoh, head of investments for Singapore at JLL.

“Median prices for new sales average at 48 per cent above that of resale transactions during the first three quarters of 2010.

These factors seem to have encouraged owners of older properties to band together and attempt a collective sale of the estate,” Ms Hoh said.

In the third quarter, there have been more than 10 collective sales with a residential component. This is almost double the previous quarter’s transactions. There were no residential en bloc sales in the first quarter.

While investor interest was focused mainly in the Central, City fringe and East Coast locations, JLL noted that a number of successful en blocs were in upgraders’ districts. These include Balestier and Toa Payoh (District 12), Geylang and Eunos (District 14) and Serangoon, Serangoon Garden and Hougang (District 19).

Transaction values have also bounced back, with the largest collective sale to date at $137 million ($1,380 psf ppr) for Meng Garden.

It wasn't exactly pitch forks and torches yesterday, but after an election cycle of heated debates, the electoral tsunami finally arrived.

Using the power of the ballot box, Americans decided to rearrange the map again — proving the anti-establishment wave is as deep and powerful as it has ever been.

And while neither camp can actually claim the high ground this morning, the good news for investors is the divided government that will follow in its wake.

After all, equity markets have historically favored gridlock by a pretty wide margin...

In fact since 1970, the S&P 500 has grown at a median rate of 13.5% per year in the face of divided government, versus a gain of just 9% during times of one-party control.
