Raffles Education: Poor start to FY11
Summary: Raffles Education Corp (REC) released its 1QFY11 results last Thursday, with revenue falling 18.2% YoY and 5.5% QoQ to S$42.2m, or around 19.7% of our original FY11 forecast, as it continues to feel the impact of lower student enrolments (mainly from China).
And coupled with higher operating expenses from its enlarged operations, net profit saw a huge 58.3% YoY and 73.9% QoQ tumble to S$5.9m, or just 11.6% of our full-year estimate. While core net profit (excluding forex and exceptionals) has also tumbled 68.3% YoY to S$5.2m, we note that it was a turnaround from the estimated S$2.6m net loss recorded in 4QFY10.
The fall in student enrolments appears to be much larger than expected and we think that the numbers are unlikely to recover significantly in the near term.
As a result, we are paring our FY11 revenue forecast by 12.2% (FY12 by 11.4%) and earnings estimate by 17.7% (FY12 by 13.3%).
In turn, our fair value drops from S$0.33 to S$0.285 (still based on 18x FY11F EPS).
However, we still believe that the worst is likely over for REC, and we should see meaningful earnings contribution coming in from the 14 new colleges REC has established over the last two years. Hence we maintain our HOLD call. (Carey Wong)

Too young to know?
Young adults, older students should have been polled for more representative view
Letter from Kelvin Seah Kah Cheng
I REFER to the article “Most youth here are proud to be Singaporean: Survey” (Nov 3).
I am truly heartened by the results of the recent poll, which showed that the majority of the country’s youth are proud to be Singaporean and that many among them believe Singapore will be able to overcome any difficulties to survive as a country.
As a Singaporean, I am happy to know that our young citizens share my ideals and values.
While we take comfort in the results of these polls, we should also not ignore the concerns of the likes of Nanyang Technological University student Lim Zi Rui, who had asked Senior Minister Goh Chok Tong at a forum if he was aware that many young people were losing their sense of ownership of Singapore.
Although the recent poll indicated that 95 per cent of youth are proud to be Singaporean, the students polled were in Primary 4 and 6, Secondary 2 and 4, and Year 2 of junior college.
Many of them have yet to experience the realities of working life and competitive pressures outside school.
The views and results emanating from the survey could, therefore, be lacking in acknowledgement of the complexities and nuances of the “real world”.
Perhaps, the polls could be expanded to cover university students as well as young working adults to truly capture the perceptions of Singapore’s youth and to ascertain if Mr Lim’s concerns are indeed valid.
If his concerns are true, then this may indicate a potential problem requiring Government deliberation and possibly intervention.
The poll should ideally be conducted in a relaxed environment where subjects have no pressure in leaning towards any “politically correct” answers.
This will ensure objectivity in the process and subsequent findings, which will serve to correctly inform the public policy process.

Correction :
Taiwanese President cannot be charge for any crime while in office.
Its always when they step down, either via impeachment by parliamentarian or lost the presidential election when he / she no longer enjoy the immunity of the President, state prosecutors will re-open its book to pursue outstanding cases. If the Ex-President was found guilty by case Judge, the sentence given would be according to the Law of their Country and severeness of the crime they have committed.
Ex president of Taiwan, was charged after he stepped down, for corruption, it was a well publicized case that most of us are aware. :)
So Taiwan President do not get charged as they are immune while being President of the Country. They have to face the Law when he become ordinary citizen, after stepping down, impeached successfully by the parliamentarian. When he no long holds the Presidential power. |

WASHINGTON - Worries are overblown that the Federal Reserve's plan to aid the economy could unleash inflation, Chairman Ben Bernanke said.
Bernanke's comments come hours after the Fed announced Wednesday that it will buy $600 billion worth of government bonds in a bold bid to make loans cheaper, spur spending and invigorate the economy.
Critics, including some Fed officials, fear that all the money being injected into the economy could ignite inflation or speculative bubbles in the prices of bonds or commodities.
Bernanke said those inflation fears are "overstated." A larger $1.7 trillion program launched during the financial crisis didn't result in higher inflation, he pointed out. When the economy is on firm footing, Bernanke expressed confidence that the Fed will be able to smoothly soak up all that money without harming the economy.
Bernanke revealed his thoughts in an opinion piece scheduled to be published Thursday in the Washington Post.
The Fed needs to take the action because unemployment is too high and inflation is too low, signs of a still-troubled economy, Bernanke explained.
"We could hardly be satisfied," the Fed chief said.
The unemployment rate stands at 9.6 per cent. It's been at least 9.5 per cent for 14 months, the longest stretch since the Great Depression.
The "slack" in the economy — factories running below capacity and companies limiting hiring — has kept inflation historically low.
In the 12 months that ended in September, consumer prices rose just 1.1 per cent. Bernanke has said the Fed would like to see inflation closer to 2 per cent to show the economy is making a solid recovery.
The Fed's action on Wednesday also is aimed at nipping any deflationary forces in the bud.
"In the most extreme case, very low inflation can morph into deflation (falling prices and wages), which contribute to long periods of economic stagnation," Bernanke said.
Deflation is a widespread drop in prices, wages and the values of homes and stocks.
It can cause people to delay purchases because they feel they can buy later at lower prices. Falling incomes also make it harder to pay debts. Foreclosures rise. So do bankruptcies. Once it takes hold, deflation is hard for policymakers to break. Deflation contributed to Japan's "lost decade" of the 1990s, and the country is still battling it.
"With unemployment high and inflation low, further support to the economy is needed," Bernanke said.

Hong Kong priest calls city's richest man the 'devil'
By Joyce Woo (AFP) – 4 days ago
HONG KONG — A Hong Kong Catholic priest has called the city's richest man Li Ka-shing a "devil", weeks after the tycoon made headlines by pledging to give millions to the poor.
Father Thomas Law made the remarks after a weekend Halloween party, saying Hong Kong's property developers -- not spirits -- are the real demons, local media reported.
Law made the remarks in connection with growing criticism that property companies are fudging the size of residential apartment units in the densely populated city of seven million people.
"If Li Ka-shing were to come tonight, that would sure scare the heck out of us," the outspoken priest told reporters after the party.
