Dilemma of a two-track economyPROFESSOR Tommy Koh has proposed that we have a rational discussion on the pros and cons of a minimum wage in Singapore ('Don't knock minimum wage yet'; Thursday). His arguments have largely been based on issues of social equity. I'd like to offer another view. The argument against a minimum wage, on the grounds that our labour market pricing mechanism should be determined solely by the market, does not hold water in Singapore. There is already state intervention in the pricing mechanism, whether overt or indirect, to achieve policy objectives. The levy on foreign workers is a direct mechanism; the National Wages Council's recommendations is an indirect example. Even adjustments to the Central Provident Fund during times of economic recession - to reduce labour costs to employers - are an intervention in the market. In fact, the Government has overtly used labour pricing to achieve macro-economic objectives, most notably in the 1980s, when wages were jacked up artificially to help propel the economy out of low-cost, low value-added industries and towards a knowledge-intensive economy. Singapore is arguably facing the same 'low-cost labour trap' again. We have a dichotomised economy - a low-cost, low-skills service sector ranging from hospitality and retail to the construction industry versus a high- skilled, knowledge-based economy dominated by life sciences, information technology and creative industries. The former is dominated by foreign workers and the Government's dilemma is in trying to reduce the foreign worker content as well as increasing the skills content, and in so doing, attracting more Singaporeans to this sector. One way to do so is to introduce a minimum wage. No doubt, critics can argue that this is using too broad an instrument to achieve specific policy goals which can be achieved by other means. There is also the not insignificant problem of how to determine what should be the minimum wage, and how to adjust it over time so that it does not end up distorting a free labour market in a major way. I am not convinced of the arguments for or against a minimum wage. But I agree with Prof Koh that a thinking society should thoughtfully debate these and other issues of long-term importance to our society. Ho Kwon Ping |

Nov 13, 2010Traditional ceremony tiring for kindergarten pupilsWE THANK Mrs Yap Wai Ling for her feedback on Thursday ('Graduation: No gown, scroll or photo op'). We recognise that kindergarten education plays a significant part in the start of a child's educational journey. Each child is special to us. Hence, each year, Pioneer PCF Branch commemorates our pupils' graduation milestone in three separate events. The first event is a photography session, where our pupils are dressed in the traditional kindergarten graduation gowns to have their photographs taken individually and then together as a group with their graduating class. The second is a graduation concert involving the graduating K2 pupils from all Pioneer PCF centres, to showcase their artistic talent before parents and guests. The third event is a class party ceremony in which pupils are each presented with their graduation certificates by their class teacher who has taught them through their kindergarten education. This presentation ceremony is followed by a celebration party where pupils celebrate their graduation with their classmates over food, games and treats. The five centres of Pioneer PCF Branch comprise over 1,160 pupils and each year, about 300 to 400 pupils graduate from these centres. Pioneer PCF Branch has previously considered the idea of presenting scrolls individually to each of our pupils at the graduation concert instead of at the class level. However, it would have taken up to 21/2 hours to complete the presentation ceremony alone. Such a presentation would exceed the four-hour period set aside for the concert performances put up by the graduating children and other preparations. MISS LOH YANPING: 'The recent brouhaha concerning Thomson Fertility Centre has raised certain legal issues that should be addressed. Unlike England, which has in force the Human Fertilisation and Embryology Act, Singapore does not have similar legislation. Further, the lack of clear definition of the terms 'child' and 'parent' in the Women's Charter does not clarify matters. How should the judge address the difficult issue of who should be legally obliged to maintain a child who was created with a mistaken sperm? Nov 13, 2010IVF mix-up raises vexing legal issuesTHE recent incident involving the mix-up at Thomson Fertility Centre raises vexing legal issues that the courts will have to deal with if the matter is not settled ('Law here has to develop to deal with such cases'; Nov 4). This is a case without local precedent, so it is likely that our courts will look to how other Commonwealth countries have dealt with comparable situations. However, differing approaches have been taken. Britain's House of Lords, the judgments of which are given much weight by our courts, ruled in 1999 that a couple could not sue a health board for a failed vasectomy negligently carried out on the husband, which led to the birth of a healthy child. It was against public policy to hold that the health board was liable for the financial cost to the couple for bringing up the child as, among other reasons, the birth of a healthy child was a benefit and not a detriment to the couple. On the other hand, a claim for such expenses was allowed by the High Court of Australia in 2003. Another issue is whether the child could make a claim against a negligent in-vitro fertilisation (IVF) provider. It seems it will be difficult for a healthy child to prove he has suffered any injury that the law should recognise. In a 1982 case, a British court held that a child cannot claim that he should not have been born at all, even if a doctor's negligence has caused a disability. Last month, the High Court in Northern Ireland decided that although the two children born following an IVF mix-up had been subject to abusive and derogatory remarks because they had a darker complexion than their white parents, in a modern, civilised society it could not be said that being born with a particular skin colour amounted to 'damage' to them. Thus, even though the fertility clinic had admitted negligently inseminating the children's mother with the wrong type of sperm, it was not in the public interest for the children to be allowed to succeed in their claim. 上佳牛扒馆 Morton's攻打海鲜市场 (2010-11-13) 要在本地吃到风味特佳的牛扒,很多老饕马上想到的就是文华东方酒店的Morton's牛扒房。这家以提供上佳牛扒为豪的高档餐馆最近为了迎合更多食客口味而扩充食谱,推出海鲜主打的“另类”餐点。惊喜的是,海鲜美食的水准,和Morton's的传统牛扒难分轩轾。 走进Morton's,第一个印象就像进入了上世纪40年代美国的Big Band时代一般。深色木家具的点缀,昏暗的灯光,古早白色的桌布,排列整齐的餐具,到处显露一丝不苟的西洋气息,让人联想到美国的牛扒和红酒。来到这里,很自然地想点招牌牛扒,但此行目的却非牛扒。 更大更多更鲜的海鲜 1997年在新加坡落户的Morton's,是该集团在亚洲的第一个据点。13年来,它已是顶级牛扒的象征。现在,为了让顾客有更多选择,餐馆扩展食谱,而海鲜开始成为了它的另一大特色。 就座后,友善的侍应生将当天的活海产呈现在桌旁,看着“生龙活虎”的龙虾和螃蟹,心中竟然有些不忍。选择忘掉一闪而过的情绪,点了一客海鲜拼盘(Ocean Platter),送上来是满满一盘鲜味。 这个冰冻拼盘和其他餐馆的相似,有生蚝、龙虾肉、蟹肉、虾只,还有阿拉斯加帝王蟹脚。特点是,更大、更多、更鲜。经过冷处理的海鲜并没有任何腌制,肉质的香甜一涌而出,马上让胃口大开。其中,鲜虾只和生蚝尤其让人着迷,蘸上三种特制酱料,更将其鲜味勾勒出来。 四人份海鲜拼盘(175元)看起来虽然分量大,但边吃边聊,不一会儿清洁溜溜,而且加重了对正餐的期待。 智利鲈鱼(Chilean Sea Bass,69元)烘烤得恰到好处,雪白柔滑的鱼肉配上黄梨掺杂青椒的Salsa酱,酸酸甜甜营造满口芬芳。厌倦了大鱼大肉的朋友,应该会向往这份清香。 顶级牛肉 肥膏似雪花 来到Morton's,不尝试牛扒实在说不过去。它以提供一律为USDA顶级谷饲的牛肉著称,只有2%最上等的牛肉被列入这个等级,牛肉上的肥膏似乎雪花,美得让人垂涎。菜单上,超过十种牛扒供选择,太过眼花缭乱?不要紧,侍应生带着各种新鲜牛肉到桌旁,为你即时上一堂牛肉识别入门课。 点了一客New York Strip Steak(118元)和 Cajun Ribeye Steak(92元), 前者尝出了顶级牛肉的嫩、甜、滑、鲜;后者以美国南部的传统Cajun香料腌制,香辣厚重的口味搭配肥牛肉,很合亚洲人口味。 为了统一素质,世界各地的Morton's餐馆从牛肉筛选到烹煮过程都遵从一套标准,连食物分量也不例外。这里的牛扒虽然价格不菲,但都采取和美国等同的巨无霸分量,如果按分量计算,其实还算合理,加上两个旁菜,很难吃得完,点菜时要注意。 搞定正餐后,如果还有胃口,可尝尝新推出的"Morton's Legendary Sundae"(31元)。湿润的巧克力蛋糕和香草雪糕并排摆在巨型杯子中,上面淋上层层叠叠的香滑奶油,单望着就让心跳负荷加重。要挑战这杯霸级甜点,一定要加多几个汤匙,拉多几名战友,最重要是,吃完后得死命运动,甩掉那甜甜腻腻的罪恶感! >餐馆:Morton’s The Steakhouse The Mandarin Oriental四楼 星期一至星期六:傍晚5时30分至晚上11时 星期日:傍晚5时至晚上10时 6339-3740 |
