Singaporeans,  Malaysians,  Indonesians.

Hong Kongers  would  prefer  to  gamble  in  MACAU

because  of  the  culture  and  dialect  and  travelling  cost.

That was why  DOW recovered  STRONGLY  last  night.




FEAR  has  Overtaken  GREED

Thus,  some  Trading Syndicate  may  attempt  to  SHORT  It  dOwn  fUrther.

nObOdy  knOws,  as  there  is  nO  way  tO  read  the  Syndicate's  intention and timing.




hOwever,  Syndicate  also  needs  funds  to SHORT.

Before the G20  Meeting,  there was  nO  FEAR  yet  in the market.




It  is  very  DANGEROUS  to  mix  Short with Long.

Shorting  must be based on a SHORT  GAME  PLAN.

Longing  must  be based on  LONG  GAME  PLAN

both  LONG  and  SHORT  GAME  PLANS  are  completely  different.




The  market  plus  the  analysts  are  giving  the signals  that  they are  CONFIDENT  of Q4  based on  FA.

Note that  TA  can  be  manipulated and  CHARTS  can  be FIXED  by  Syndicate. 




TRADING  is  very  easy  at the  start to middle  [first half] of UPTREND.

Market  is now at  second  half  of  UPTREND  approaching  the  3800 historical high.

Between  3300 and 3800  and  4000  [if  recovery is successful ?]

there  will  be  plenty  of  VOLATILITY.

Asia-Pacific recovery to continue: OECD

TOKYO

Capital is f lowing to emerging economies in the region because their growth prospects are better than those of major economies, leading some countries to intervene in the currency market or introduce capital controls, the OECD said in its twice-yearly outlook report.

A certain amount of appreciation in Asia-Pacific currencies would help correct economic imbalances and countries should refrain from currency intervention as it could encourage protectionism, the OECD said.

South Korea’s economy is predicted to grow 6.2 per cent this year, 4.3 per cent next year and 4.8 per cent in 2012 as increased competitiveness sustains export growth and falling unemployment underpins domestic demand, the OECD said.

Japan’s economy will grow 3.7 per cent this year, 1.7 per cent in 2011, but the expansion will slow further to 1.3 per cent in 2012 as exports moderate, it predicted. This would not be quick enough to bring an end to persistent deflation, so the Bank of Japan should implement more quantitative easing measures, the OECD said.

China, not an OECD member, is crucial to the Asia-Pacific region, because many countries rely on its demand for parts, finished goods and commodities. China’s economy will continue to expand as domestic consumption offsets more moderate export growth, but inflation and the potential for non-performing loans in the property sector are risks, the OECD said.

For the global economy, the OECD predicted a “soft spot” next year as government stimulus is withdrawn. The world economy will expand 4.6 per cent this year, 4.2 per cent next year but growth will rise again to 4.6 per cent in 2012, it forecast.

The US economy, the world’s largest, will expand 2.7 per cent this year and 2.2 per cent next year before picking up again with a 3.1 per cent gain in 2012, the OECD predicted. The 16-member eurozone is set to grow at 1.7 per cent this and next year, with growth picking up to 2 per cent in 2012, it forecast. — Economies in the Asia-Pacific region will continue to recover in the next two years thanks to solid domestic demand and exports, the Organisation for Economic Cooperation and Development (OECD) said yesterday.Agencies

Building a bigger toolbox

I WAS encouraged to hear Minister of State (Home Affairs and Education) Masagos Zulkifli stressing the need for a more holistic approach to deal with antisocial youth activities (“Keeping youth on the straight and narrow”, Nov 17) and that the review underway by the Ministry of Home Affairs is aimed at providing a wider array of tools for dealing with delinquent youth.

A bigger toolbox is precisely what we need. Since there are multiple pathways to antisocial behaviour and no single set of risk factors contributes, we will need to broaden our array of types of support and intervention to address this issue.

Extensive research devoted there to understanding the nature of criminal behaviour and to evaluating the effectiveness of various intervention strategies tells us that youth who persistently break the rules and who repeatedly violate the norms of social behaviour do so, in part, because they have faulty thinking and delayed moral development. They make “thinking errors” that keep them performing poorly in school, blaming others for their problems, and pursuing pleasure above meaningful and productive activity.

While punishment and tough laws are useful to deter some youth and keep the community safe, they will not be sufficient in themselves to change antisocial youth’s behaviour. We need more intervention tools.

There is a considerable body of research, spanning at least three decades, about what is effective in changing antisocial behaviour.

These studies tell us that effective change begins with understanding the “criminal logic” that drives such behaviour. In other words, delinquent youth think differently.

Their moral reasoning permits them to feel justified in violating the rights of others. Effective intervention appreciates this unique thinking style and attempts to change it.

Several curricula have been developed, tested and demonstrated to be effective in correcting the faulty thinking and arrested moral development in youth with anti-social tendencies. All include exercises that challenge thinking errors, practice social-problem-solving skills, and target moral reasoning.

Using a group format and a highly-structured and sequenced series of activities, these programmes help young people to learn positive social behaviours and to make decisions about right and wrong from a higher level of moral judgment. Many of these curricula have been demonstrated to be effective in significantly decreasing rule-breaking behaviour among juvenile and adult offenders.

As a result, they are widely used in institutional and community-based correctional programmes and in recent years have even been instituted in public school systems to effectively reduce rule-breaking behaviour.

Whether or not similar programmes can be adapted for our culture and context here and whether they will be similarly effective remains to be seen. But the Ministry of Home Affairs is on the right track in its efforts to build us a bigger toolbox.

6,450 needy to get public transport vouchers

Of the 14 MPs surveyed, five have already given out the vouchers, while two others will be doing so shortly. The rest have no plans to issue vouchers and will provide other forms of assistance instead.

Most of those who have benefited are senior citizens above 60, residing in four-room HDB flats or smaller, or whose monthly household incomes are less than $1,500.

More could likely benefit as one minor kink — the vouchers’ administration and printing costs — has been absorbed by the two public transport operators, SBS Transit and SMRT.

It costs $1.10 to print each voucher for a batch below 1,000, which “can come up to a lot of money which we would rather give to the needy”, MP Irene Ng said.

With the issue resolved, her grassroots volunteers have purchased 500 vouchers valued at $20 each for her constituency’s needy residents.

The distance-based fare system launched on July 3 drew howls of protest from commuters who now have to pay more for public transport.

Transport Minister Raymond Lim defended the scheme in Parliament in August and urged MPs to use their welfare fund or ComCare Fund to help senior citizens.

Manpower Minister Gan Kim Yong, the first MP to launch a scheme to help affected seniors at his Chua Chu Kang ward, has issued about 150 vouchers out of 240 applications. “The rest are being evaluated,” he told MediaCorp.

“Needy and older residents can still apply but we do not think it is necessary to repeat the scheme, as we do have other financial support programmes.”

Other MPs who issued transport vouchers added it is meant to help commuters affected during this “transitional phase”.

At Aljunied GRC, MPs had to raise more than $100,000 — over the originally budgeted $70,000 — to help residents, said Mdm Cynthia Phua. She added: “While the applications for this specific once off assistance is closed, residents who have financial difficulties can continue to seek help at our meet-the-people sessions.”

MPs who have not given out public transport vouchers say they prefer providing “holistic” help.

Jurong GRC MP Halimah Yacob, for example, felt distance-based fares was “a long-term issue”.

“One-off vouchers may not be sufficient for them. For those in need, I have other funds and methods of helping,” she said.

West Coast GRC MP Ho Geok Choo said she has addressed her needy residents’ more urgent needs with food rations and vouchers.

While senior citizens have been the main beneficiaries, MPs have pondered if other groups should also be helped.

About three in 10 senior citizens are paying more, with 5 per cent seeing an increase of more than 77 cents each week.

Some MPs acknowledged that gripes over distance fares could become an issue during the next General Election.At least 6,450 residents will receive public transport vouchers to help them cope with the implementation of distancebased fares, a MediaCorp check with Members of Parliament has found.
