WE REFER to Mr Siva Govindasamy’s letter on “Spalling woes need long-term fix”, March 29.

Spalling concrete usually occurs in older flats due to wear and tear over time.

As Mr Govindasamy is aware, flat owners are responsible for the maintenance and upkeep of their own homes.

Nonetheless, the HDB recognises spalling concrete as a common concern of HDB residents.

Where spalling concrete occurs as a result of a ceiling leak at the kitchen or toilets, the HDB has a Goodwill Repair Assistance (GRA) scheme to facilitate the repairs. Under the GRA, the HDB will co-pay 50 per cent of the repair cost.

The balance 50 per cent of the repair cost would be paid by the affected flat owners.

In addition, spalling concrete is also addressed under the HDB’s Home Improvement Programme (HIP).

Flats built before 1987 and which have not undergone the Main Upgrading Programme (MUP) are eligible for the HIP. The HDB will step up the pace of the HIP progressively. At this accelerated pace and if budget remains available, it is estimated that all eligible blocks will be offered the HIP in about 10 years.

SDP takes issue with YOG spending

We refer to the article “YOG had a S$56.7m marketing value: Report” (April 7). The Singapore Democratic Party (SDP) questions the relevance of the “marketing value” for everyday Singaporeans in the context of the high cost of living they have to face every day.

Instead, Dr Vivian Balakrishnan and the Ministry of Community Development, Youth and Sports (MCYS) need to be publicly accountable for the failure to spend within the YOG budget. In particular the MCYS’ over-spending by three times its original budget of S$104 million and running an event that was riddled with incompetence and mismanagement needs to be addressed.

This election, Singaporeans can expect the SDP to take the Minister to task over his handling of the YOG as he is expected to be the PAP candidate for Holland-Bukit Timah GRC, which the Singapore Democrats will be contesting in.

ECB hikes rates, marking exit from crisis response

FRANKFURT

The increase in the ECB’s benchmark refinancing rate by 0.25 percentage point to 1.25 per cent marks the exit from the central bank’s accommodative policy response to the crisis. The ECB also raised its deposit rate by 25 basis points to 0.50 per cent, and increased its marginal lending rate by the same amount to 2.0 per cent.

The ECB is particularly concerned that oil prices — near two-and-a-half-year highs and exacerbated by rising tensions in the Middle East and North Africa — could further boost inflation expectations.

Yesterday’s announcement “makes the ECB the first major developed economy central bank to hike rates and the decision will cement its reputation as a single-minded inflation fighter,” said ABN Amro economist Nick Kounis.— The European Central Bank (ECB) yesterday raised interest rates for the first time since the 2008 global financial crisis to counter budding inflation pressures in the 17-country euro zone, but it signalled the move was not necessarily the start of a series of similar steps.

All over 55 year old dont had to pay medicial fees, all free, got free gift too.

All low income family below $3000 buy flat all 50% discount, as govt said wish we all had flat of our owns.
