  Thanks. Making good policies is actually not a difficult task. You must first think how the recipients of your policies would be affected. How the chain of events that could occur, must also be studied.   If you are making policies that affect the poor, you must first think as a poor man would, receiving what the policies give and how their lives would be changed, and NOT from the ivory tower of a rich man.   Some policies affect everybody, so you must examine how the effects of these policies can shape various people, before implementation, and calculate the practicality on the whole, whether is there a better advantage to implement these policies.

Don't allow drastic surge in home prices.   Stock markets can be allowed since many people will be better off.   See Singtel when first listed, people curse and swear and now it has appreciated, stakeholders are happier.

PRs though not eligible to vote should be taken care of in a manner that befits their status, such as providing them flats only in a designated estate like what we ar providing for the blue collar and menial workers who are on work permits. They can buy only these PR-flats and cannot sell to Singaporean citizens except other PRs.   This way there is an exclusive market that will not interfere with that of the citizens.

IN RESPONSE to public queries, MINDEF would like to clarify the National Service (NS) liabilities of Singapore permanent residents (PR) and citizens.

Under the Enlistment Act, all male Singapore citizens and PRs are liable for NS. This has been the case since the Enlistment Act was enacted in 1970. Like all male Singapore citizens, PRs who are liable for NS will be enlisted after age 18.

Failure to serve or complete NS would have an adverse impact on any immediate or future applications to work or study in Singapore, or for Singapore citizenship or PR status.

For male Singapore citizens, the acquisition of foreign citizenship or any claim of dual citizenship does not exempt them from their NS obligations.

Like all other male Singapore citizens, they will be enlisted for NS after age 18.

Opposition parties respond to MM’s call to ‘look at the fundamentals’

Reform Party chief Kenneth Jeyaretnam argued that “precisely that it is when voters look at the fundamentals that they know how badly the PAP have performed over the last 10 years”.

According to Mr Jeyaretnam, the “failings” of the PAP included an “obsession with high rates of economic growth achieved by opening the doors to cheap foreign labour” as well as “stagnant real median incomes and falling real incomes for the bottom quartile”.

Said Mr Jeyaretnam: “While there may have been substantial gains in living standards in the first 30 years after Independence this has not been true of the last 15.

Unfortunately the PAP seems always to be dwelling on past glories.”

Mr Lee had reiterated that the PAP “has got Singapore to where we are by careful and painstaking selection of their successors, men and women of integrity and quality, to fill the top positions in Parliament, the administration, the Police and the Armed Forces”. Mr Lee had added: “The secret of our success has been selection by merit.

National Solidarity Party Goh Meng Seng said he “totally agrees that we should not play around with the roots of the success of Singapore — that’s meritocracy, social justice and equality”. Said Mr Goh:

“What we’re saying is the erosion of these values due to the PAP’s obsession in keeping its hegemony of power.”

He added that “no party or individual can guarantee that the selection of people for candidacy is going to be perfect because human beings are fallible and that’s where opposition politics comes in”.

Said Mr Goh: “You need a balance of both the ruling party as well as the opposition parties to play their roles.”

On the PAP’s track record, Singapore Democratic Alliance secretary-general Desmond Lim noted that the PAP had none to start with in its early days.

Said Mr Lim: “When the PAP was in the Opposition, was there any track record? It’s only when you are given a chance then you can prove and establish a track record.”

Pointing out that the Opposition “can represent more diverse views”, Mr Lim also noted that politics “is not only about academic performance and credentials, it’s still about ... whether you can connect with people”.

Mr Jeyaretnam also argued that Singaporeans “increasingly recognise that there is more talent outside the (PAP) than within it” despite the insistence of its leaders that PAP “has the best possible team”.

Veteran Opposition MP Chiam See Tong said he trusted voters to make the right choice for themselves and the country. Said Mr Chiam: “As far as I know, Singaporeans have always voted responsibly and they shall always do so. I cannot imagine Singaporeans going out of their way to vote irresponsibly.”SINGAPORE — A statement issued on Monday by Minister Mentor Lee Kuan Yew calling on voters to “look at the fundamentals” in the General Election drew a sharp retort from Opposition parties yesterday.

IN a wide-ranging interview with the

Wall Street Journal which was published

yesterday, Minister Mentor Lee Kuan Yew

was asked for his thoughts on what could

be the main issues for voters here going

into the General Election.

Minister Mentor, what do you think the main issues will be for voters in Singapore?

MM Lee:

But Singaporeans do not like waiting.

They blame the immigrants for pushing up prices of the homes. The immigrants who are not citizens cannot buy new flats directly from the Government, but they can buy off the open market from owners who want to sell their HDB flats. So there is some discomfort on this issue.

We have got new permanent residents who have entered the market …

If we do not accept migrants, we will be an ageing and a declining population.

It is a trade-off. But our people feel discomforted seeing about 1 million foreign workers in our total population of 5.1 million. But most of these are people on two-year work permits, that can be extended but they have to go home eventually. They do the construction and the heavy work.

If we do not have them seen in the trains and on the buses, how are they going to get to their work? If they are not here, who will do this work? … Our citizens want the best of all worlds. But in real life, we have to make trade-offs.Cost of living, cost of housing for young couples. We are building many new HDB homes but they cost more because they are better designed and more elegant.

A major contributor to the increased economic volatility was manufacturing, which has been promoted by the Government in the past five decades as a key pillar of its economic growth strategy.

Singapore has little comparative advantage for manufacturing to flourish as land, labour and skills are in short supply.

The manufacturing sector can only remain viable in Singapore through more subsidised factory land and space, uninterrupted inflow of cheap foreign labour, and generous tax holidays and other giveaways.

Such economic distortions in the last 30 years have delayed Singapore’s economic restructuring.The economy has become more volatile in recent years, with Singapore experiencing three recessions in the past 15 years, in contrast to only one recession in the years between 1965 and 1995.
