Will oil price break above the $100 mark ?. The Co looks 'cheap' based on the FY2010 projected PE Ratio.

After asuming a fair value range of 10-12x and the asuming fair value trading between $1.96 to two dollars plus, plus. 12-mths target price implies a 2011E P/E of 11X, which is in line with its industry peer grp.
 

The peers such as Cosco, Yangzijiang and Otto Marine are trading at much higher multiples, especially Cosco.

Goldman Sachs also recommends BUY with Target Price of $1.54

 Source of opportunity

Backed by an R&D and geographical edge, we not only believe that STX

OSV will maintain its leading OSV newbuild position, we increasingly view

the company as a strong proxy to Singapore’s offshore & marine sector,

which we are also positive on. Having only recently been listed, we do not

think investors fully appreciate STX OSV’s strong business outlook – a

leading OSV shipbuilder in Brazil and for global high-end OSVs, and solid

execution improvement – which should result in strong earnings growth.

We initiate coverage on STX OSV with a Buy (on our Conviction Buy List),

with a 12-month target price of S$1.54, implying 51% upside potential.

Catalyst

(1) More new OSV order win announcements – we estimate NOK10.6bn in

2011E, and NOK14.8bn in 2012E, respectively; (2) earnings results – our

estimates assume STX OSV will deliver 3-year 2009-2012E core earnings

CAGR of 20%, driven by strong new order wins, and solid execution and;

(3) investor awareness of STX OSV’s attractive valuation vs. sector

proxies, Keppel and Sembcorp Marine.

Valuation

Given we expect an upturn in OSV newbuilds, we value STX OSV using a

mid-cycle 2011E P/B of 2.9X to set our 12-month target price. We crosscheck

our target price against the company’s industry peer group and

apply our regression analysis based on P/B-ROE and Director’s Cut

methodology. Our 12-month target price implies a 2011E P/E of 11X, which

is in line with its industry peer group.

Key risks

Key risks to our target price and investment view include: (1) Slow OSV

newbuild orders, given significant current global order backlog and still

tight newbuild financing; and (2) poor execution, which could result in

major cost overruns, or delivery delays.

WASHINGTON (Reuters) - The U.S. government fell deeper into the red in fiscal 2010 with net liabilities swelling more than $2 trillion as commitments on government debt and federal benefits rose, a U.S. Treasury report showed on Tuesday.


The Financial Report of the United States, which applies corporate-style accrual accounting methods to Washington, showed the government's liabilities exceeded assets by $13.473 trillion. That compared with a $11.456 trillion gap a year earlier.

SINGAPORE/BEIJING, Dec 22 (Reuters) - Top Asian trader Hin Leong Trading has submitted a proposal to the S'pore govt to build a large state-of-the-art refinery, two industry sources with direct knowledge of the plan said on Wednesday. The plant, expected to cost $6-$8 billion, is slated to process at least 500,000 barrel-per-day of oil and take a maximum of three and a half years to build, possibly in partnership with a Chinese state oil firm, the sources said. "All the infrastructure is ready...The key is if the govt decides that S'pore needs another big refinery," one of the sources told Reuters. "The project is good to go, all it needs is an agreement of the S'pore govt to proceed." Earlier this year, the S'pore govt unveiled a 10-yr masterplan to make Jurong Island Asia's leading chemicals hub.

The refinery is expected to be a top-class facility, in the mould of Reliance's plants in India, producing green fuels
such as ultra-low sulphur gasoline, diesel and naphtha. The plant is to be located next to Hin Leong's $570 million Universal Terminal, Asia's largest commercial oil storage facility with 2.3 million cubic metres capacity, which can park two very large crude carriers at the same time. "There could be a business case if the refinery is geared towards petrochemicals, such as in the production of naphtha," said Tilak Doshi, Principal Economist with Singapore's Energy Studies Institute. The UT facility will provide the refinery more operational efficiency, giving immediately available storage both for crude oil and refined products. The planned greenfield project will increase Singapore's refining capacity by a third from the current total of about 1.4 million bpd. Singapore already has three refineries -- ExxonMobil's 605,000 bpd, Royal Dutch Shell's 500,000 bpd and Singapore Refining Co's 290,000 bpd, which is jointly-owned by PetroChina and Chevron Corp. <0857.HK>, Sinopec Corp <0386.HK>, CNOOC or Sinochem Corp -- could be Hin Leong's partner for the massive investment and the trader may also rope in a European partner, the Singapore Business Times reported.
PetroChina, Asia's largest oil and gas firm, already owns 35 percent stake in Hin Leong's 14 million-barrel Universal Terminal storage facility. The Chinese energy giant also owns nearly half of the 295,000-bpd Singapore Refining Co. Still, the source said PetroChina has enough room to expand further in the Asian oil hub given its financial strength. "PetroChina has only 140,000 bpd capacity here. Look at what Shell has, 500,000 bpd; and Exxon, 600,000 bpd."

For punting...!!!. Px has since float back to about >$1.11c with vested IPO-ed BBs pump and dump,

as compare with 1st day trading where it fallen from it IPO-ed offer px of $1.30c and where it

started off trading at a dollar.

It trading px remain unchange for Mon & Tues at $1.09c with 1804 lot changed hands
