March 15 (Bloomberg) -- Tokyo Electric Power Co. engineers at a nuclear plant restored water to safe levels, helping drive down radiation after residents within 30 kilometers (19 miles) were ordered inside to avoid contamination.

Water supply at reactors No. 1 and No. 3 stabilized and radiation readings at the front gate of the plant dropped to a level that isn’t “harmful to the human body,” Chief Cabinet Secretary Yukio Edano said this afternoon in Tokyo. Separately, Tokyo Electric said it hadn’t decided whether to bring workers after the utility evacuated 750 of its 800 employees following this morning’s blast.

15-03-2011--Regional bourses fell on  Japanese radiation fears triggering widespread  selling with Singapore falling more than 3% at one stage to its lowest level since last August and  finished off at < .FTSTI> 2,946.08 points, or -2.8%,  easing of a little of its early loss. * Singapore falls to 7-month low at one stage.

Airline companies fell again because of worries about tourism and travel around the region, with some considering whether they should halt flights to and from Japan.

On short term, tourist sector to suffer but petrochemicals and energy stocks should gain. " Petrochemicals will likely benefit as significant capacity is and will be shut down for repair and safety checks," anticipating shifts away from nuclear to other sources of energy, to the benefit of refineries and coal miners.

G-8 in ugent meeting over Japan and Libya crises....?

Officials placed Dai-ichi Unit 1, and four other reactors, under states of emergency Friday because operators had lost the ability to cool the reactors using usual procedures. Local evacuations were ordered.

Officials began venting radioactive steam at Unit 1 to relieve pressure inside the reactor vessel, which houses the overheated uranium fuel.

Concerns escalated dramatically Saturday when that unit's containment building exploded.

It turned out that officials were aware that the steam contained hydrogen, acknowledged Shinji Kinjo, spokesman for the govt Nuclear and Industrial Safety Agency. More importantly, they also were aware they were risking an explosion by deciding to vent the steam.

The significance of the hydrogen began to come clear late Saturday:

Officials decided to reduce rising pressure inside the reactor vessel, so they vented some of the steam buildup. They needed to do that to prevent the entire structure from exploding, and thus starting down the road to a meltdown.

At the same time, in order to keep the reactor fuel cool, and also prevent a meltdown, operators needed to keep circulating more and more cool water on the fuel rods.

Temperature in the reactor vessel apparently kept rising, heating the zirconium cladding that makes up the fuel rod casings. Once the zirconium reached 2,200 degrees Fahrenheit (1,200 Celsius), it reacted with the water, becoming zirconium oxide and hydrogen.

When the hydrogen-filled steam was vented from the reactor vessel, the hydrogen reacted with oxygen, either in the air or water outside the vessel, and exploded.

A similar " hydrogen bubble" had concerned officials at the 1979 Three Mile Island nuclear disaster in Pennsylvania until it dissipated.

If the temperature inside the Fukushima reactor vessel continued to rise even more — to roughly 4,000 degrees Fahrenheit (2,200 Celsius) — then when the uranium fuel pellets would start to melt.

According to experts interviewed by The Associated Press, any melted fuel would eat through the bottom of the reactor vessel. Next, it would eat through the floor of the already-damaged containment building. At that point, the uranium and dangerous byproducts would start escaping into the environment.

At some point in the process, the walls of the reactor vessel6 inches (15 centimeters) of stainless steelwould melt into a lava-like pile, slump into any remaining water on the floor, and potentially cause an explosion much bigger than the one caused by the hydrogen. Such an explosion would enhance the spread of radioactive contaminants.

If the reactor core became exposed to the external environment, officials would likely began pouring cement and sand over the entire facility, as was done at the 1986 Chernobyl nuclear accident in the Ukraine, Peter Bradford, a former commissioner of the U.S. Nuclear Regulatory Commission, said in a briefing for reporters.

At that point, Bradford added, " many first responders would die if it is expose."

AP National Writer Jeff Donn reported from Boston

In Japan plant, frantic efforts to avoid meltdown

Inside the troubled nuclear power plant, officials knew the risks were high when they decided to vent radioactive steam from a severely overheated reactor vessel. They knew a hydrogen explosion could occur, and it did. The decision still trumped the worst-case alternative — total nuclear meltdown.

(teeth53 thot--A lesson, especially for our govt to learn, are we going to built a nuclear plant here...?)

The chain of events started Fri when a magnitude-8.9 earthquake and tsunami severed electricity to the Fukushima Dai-ichi nuclear complex 170 miles (270 kilometers) northeast of here, crippling its cooling system. Then, backup power did not kick in properly at one of its units.

From there, conditions steadily worsened, although govt and nuclear officials initially said things, improving..?. Hours after the explosion, they contended that radiation leaks were reduced and that circumstances had gotten better at the 460-megawatt Unit 1. But crisis after crisis continued to develop or to  be revealed.

Without power, and without plant pipes and pumps that were destroyed in the explosion of the most-troubled reactor's containment building, authorities resorted to drawing seawater in an attempt to cool off the overheated uranium fuel rods.

Latest news on Japan (Reuters) - Radiation leaked from a damaged Japanese nuclear reactor north of Tokyo on Saturday, the govt said, after an explosion blew the roof off the facility in the wake of a massive earthquake.

Chief Cabinet Secretary Yukio Edano said, an evacuation radius of 10 km (6 miles) from the stricken 40-year-old Daiichi 1 reactor plant in Fukushima prefecture was adequate, but an hour later the boundary was extended to 20 km (13 miles). TV footage showed vapour rising from the plant, 240 km (150 miles) north of Tokyo.

The developments raised fears of a meltdown at the core  (plant) as officials scrambled to contain what could be the worst nuclear disaster since the Chernobyl explosion in 1986 that shocked the world.

Fighting in Ras Lanuf, a key oil hub in eastern Libya now the frontline in a bloody uprising against Kadhafi, flared again Friday after a fierce battle the day before, rebels said.

Britain and France have a draft resolution in hand to put to the UN Security Council for an air exclusion zone over the oil-rich country. But the council remains split on the issue and

At two-day NATO defence ministers' talks that began Thursday, the alliance agreed to send more ships towards Libya's coast but it delayed any decision on imposing a no-fly zone, saying clear UN approval for military action was needed first.

French President Nicolas Sarkozy said ahead of the EU summit that France and Britain favour targeted strikes in Libya if Kadhafi uses chemical weapons or air strikes against his people. But he and Britain Premier David Cameron were " ready on condition that the UN wishes, so d  Arab League accepts and the Libyan opposition agrees, for targeted actions if uses chemical weapons or air strikes against peaceful citizens," meanwhile...

The US announces it will soon send civilian humanitarian aid teams into opposition-held eastern Libya, but stresses the step should not be seen as a military intervention.

Libyan rebels appealed for arms as they Friday sent fighters into battle against Moamer Kadhafi's advancing forces, as France and Britain urged targeted strikes in the oil-rich country.

Sarkozy said Paris had " many reservations" on military or NATO intervention in Libya " because Arab revolutions belong to Arabs."

The newspaper, citing US and foreign intelligence officials, said Kadhafi's cash -- in US dollars, Libyan dinars and possibly other foreign currencies -- is stored at the Libyan Central Bank and other banks around Tripoli.

The cash hoard is vast enough for Kadhafi to comfortably pay his troops, African mercenaries and his political supporters.

The same source told The New York Times that the Kadhafi regime had hired between 3,000 to 4,000 mercenaries from sub-Saharan Africa and was paying them $1,000 a day each. US officials however could not confirm the numbers of mercenaries or the amount they were paid.

When reactors shut down, cooling systems must kick in to bring down the very high temperatures. This is key to prevent a " nuclear meltdown" and radioactive release. Japan's network of advanced nuclear power plants are designed to shut down as soon as the earth shakes, than again.

When Friday's quake hit, the plants immediately shut down, along with others in quake-hit parts of Japan, as they are designed to do - but cooling systems at some reactors failed, the government said.

One can never tell, if we hav one that fail here. S'pore Int'l business  can shut down n all  can go for holiday liao.

Japan latest nuclear mishap news...What if it is happening here.

    http://hosted.ap.org/dynamic/stories*censored*/AS_JAPAN_EARTHQUAKE?SITE=AP& SECTION=HOME& TEMPLATE=DEFAULT& CTIME=2011-03-12-03-29-13

Footage on Japanese TV showed that the walls of one building had crumbled, leaving only a skeletal metal frame block standing. Puffs of smoke were spewing out of the plant. It was not clear what the building housed.

Pressure has been building up in the reactor - it's now twice the normal level - and Japan's Nuclear and Industrial Safety Agency told reporters Saturday that the plant was venting " radioactive vapors." Officials said they were measuring radiation levels in the area.

The reactor in trouble has already leaked some radiation: Operators have detected eight times the normal radiation levels outside the facility and 1,000 times normal inside Unit 1's control room.

Ryohei Shiomi, an official with Japan's nuclear safety commission, said that even if there was a meltdown, it wouldn't affect people outside a six-mile (10-kilometer) radius - an assertion that might need revising if the situation deteriorates. Most of the 51,000 residents living within the danger area had been evacuated, he said.

Update 7: Now the trade minister says a leak is possible.

Update 8: Word is, Japanese authorities will release a small amount of radioactive vapor into the air to ease pressure.

Update 9: Japan just expanded the evacuation range from 3 KM to 9 KM, says Reuters.

Update: 4:29 PM ET: Anti-nuclear expert Kevin Kamp explains the nightmare scenario in Fukushma, via Forbes and the Institute for Public Accuracy:

“The electrical grid is down. The emergency diesel generators have been damaged. The multi-reactor Fukushima atomic power plant is now relying on battery power, which will only last around eight hours. The danger is, the very thermally hot reactor cores at the plant must be continuously cooled for 24 to 48 hours. Without any electricity, the pumps won’t be able to pump water through the hot reactor cores to cool them. Once electricity is lost, the irradiated nuclear fuel could begin to melt down. If the containment systems fail, a catastrophic radioactivity release to the environment could occur.

“In addition to the reactor cores, the storage pool for highly radioactive irradiated nuclear fuel is also at risk. The pool cooling water must be continuously circulated.

Without circulation, the still thermally hot irradiated nuclear fuel in the storage pools will begin to boil off the cooling water. Within a day or two, the pool’s water could completely boil away.

Without cooling water, the irradiated nuclear fuel could spontaneously combust in an exothermic reaction. Since the storage pools are not located within containment, a catastrophic radioactivity release to the environment could occur.

Up to 100 percent of the volatile radioactive Cesium-137 content of the pools could go up in flames and smoke, to blow downwind over large distances.

Given the large quantity of irradiated nuclear fuel in the pool, the radioactivity release could be worse than the Chernobyl nuclear reactor catastrophe of 25 years ago.”

Meanwhile, Kyodo is reporting that local radiation levels are 8 times more than normal.

Update 4:43 PM: Now according to Kyodo, radiation is measured at 1000x normal.

Update 5:05: The entire world is now watching the Fukushima plant. Here's a llink to a satellite image of the plant, just to get some more perspective on where this is.
