Meanwhile...Misurata shelled as battle for Libya rages

Forces loyal to Libyan leader Gaddafi have shelled Misurata, pressing their siege of the embattled western city.

Four children were killed in the shelling on Tuesday, a resident named Mohammed Ahmed told the Reuters news agency. The children were killed while trying to flee their home, a rebel spokesman told Al Jazeera.

Gaddafi's regime has encircled Misurata for days, bringing in tanks and stationing snipers on rooftops, in an attempt to choke off one of the only cities in the west where a strong rebel presence remains. Shelling there killed at least 40 people on Monday, Ahmed said.

Misurata lies around 200km east of Tripoli, the capital, and is home to a major oil refinery.

Libyan govt spokesman Ibrahim said Misurata, Libya's third-largest city, was " liberated three days ago" and that forces were hunting " terrorist elements" .

March 22 (Reuters news) - Singapore's stock market rose on Tuesday but others in the region were flat in light volume, with worries about oil prices and inflation deterring investors. However, some were taking a more positive view on Japan's nuclear crisis and were prepared to buy back risky assets.

" Though sentiment is still cautious, there is room for some investors to look on the bright side," " But investors are still concerned about the impact of higher oil prices and a possible rise in interest rates."

On Tuesday oil prices were steady following a 1 percent rise in the previous session as unrest in the Middle East fed fears of supply disruptions. Sentiment was helped by the Japanese stock market, which jumped more than 4 percent when trade resumed following a holiday on Monday.

Said Song Seng Wun, a regional economist at Singapore-based CIMB-GK Research.

Geologists say a powerful earthquake could strike near Tokyo because the recent monster that hit northeastern Japan altered the earth's surface, loading stress onto a segment of the fault line near the capital.

The structure of the tectonic plates and fault lines around the city makes it unlikely that Tokyo would be hit by a quake anywhere near the intensity of March 11's magnitude-9.0 behemoth, said Roger Musson of the British Geological Survey.

But given the vast population — the capital and its surroundings are home to 39 million people — any strong temblor could be devastating.

" Even if you've got, let's say, a 7.5, that would be serious," the seismologist said.

Japan is located on the Ring of Fire, an arc of volcanos and fault lines spanning the Pacific Basin, and is regularly hit by earthquakes.

Top army commanders defect in Yemen.

Addressing a news conference, Major General Saleh said: " Yemen today, is suffering from a comprehensive and dangerous crisis and it's widespread. He headed North western military zone and head of 1st armoured division.

Three other commanders, BG Hameed Al Koshebi, head of brigade 310 in Omran area, BG Mohammed Ali Mohsen, head of the eastern division, Brigadier Nasser Eljahori, head of brigade 121, and General Ali Abdullaha Aliewa, adviser of the Yemeni supreme leader of the army, rallied behind Major General Saleh.

it's not the start of a military govt in Yemen, so a national emergency govt will be a civil government," he said. However, Major General Saleh was not an acceptable figure.

" Ali Mohsen Saleh will not be accepted by the youth, " He is also very corrupt, he is not respected here in Yemen, however, it will open the doors for the fall of the current regime." headed by president Saleh.

On Sunday, president Saleh fired his entire cabinet, which came after a month-long popular uprising calling for political reform and his resignation, to serve as caretaker govt till he forms a new one.

Adding even more pressure on Saleh, the country's most powerful tribal confederation on Sunday called on him to step down.

" Lack of dialogue and oppression of peaceful protesters in the public sphere, resulted in crisis which has increased each day.

Sheikh Sadiq al-Ahmar, the leader of Hashed, which includes Saleh's tribe, issued a statement asking the president to respond to the people's demands and leave peacefully. It was co-signed by several religious leaders.

Jamila Ali Raja, a former Yemeni foreign ministry spokesperson, told Al Jazeera that " They are preparing a scene for military protection, at the same time a transitional government will be put in place, so a similar scenario to Egypt."

Hakim Al Masmari, editor-in-chief of Yemen Post, told Al Jazeera
